Photoshop Elements migration to new Mac Air problem

I got the following error "150:30" when you start PE up immediately after using the App's Migration to migrate data and applications of old MacBook to new MacAir. I can't reinstall the PE software I bought in drive setup and MacAir has no internal disk drive. Any suggestions for how to get PE at startup? I have the serial number on the box?

You can never, never, never migrate in the installed copy of the PSE.
