  According to the developer guide shared in your discussion, below is the explanation:

  Administrators who want to upgrade a greater instance of Oracle for ASP.NET providers to a more recent version must upgrade the Oracle Client and the database

  schema. Oracle does not support using an Oracle providers for ASP.NET client version, say 11.2, with an another Oracle providers for the ASP.NET database schema

  version, say 12.1. Providers the schema and the client must be the same version.

  Therefore, you must upgrade both in accordance with the document.

  The Plan of Photoshop 19.99 includes Lightroom.  I believe the plan of 9.99 has a less busy version of Photoshop functionality or some limitation similar to what get it.
