Possible causes of RAM use variances

It's newbie question General on the factors affecting the use of ram.

Running Vista on a HP Pavilion 9000 series Board 1.6 ghz AMD Turion 64

Total 2 gig ram in two slots.

Here's my question: my consumption of ram count tells me that ram ranges from 30% to 55% of use.

There is no major applications running and all my background programs and the system seem to be the same.

Any ideas as to the use of the ram on what are the effects?  I have an access broadband cable Time Warner.

Is traffic a factor, even if I am not under all applications outside Windows and background stuff.
