Purchase of a new IPad

I get a new IPAD and wonder if I will lose all the apps that I bought and all the information that I have in my old IPAD.  I'm not computer savvy, so any info (help) will be very appreciated...

Back up your current iPad to a computer or iCloud. When you have the new device, restore it from the computer or iCloud. You should get all restored on the new iPad.

    If they don't fix it you tried:

    -backup (purchases by copying on to your computer's iTunes library: file > devices > transfer purchases) and restoring the backup

    -l'iPad resetting to the factory settings (after copy purchases through your computer's iTunes library and the print out of documents and photos) and sync just the content back

    Whence the content come of for example you have the music on the iPad, and if so is sometimes copied from CDs? You can copy purchases on iTunes from your computer via file > devices > transfer purchases, make a backup of the iPad, and restore this backup on the new iPad (music, videos, etc. is copied from the iTunes library, not the actual backup, so you will need these items in the iTunes library).

    This afternoon, I received my new iPad and all is well in the introduction and in transferring my old settings iPad and active applications.

    However, now that I have more storage space, I decided to go to the iTunes store and download apps I had bought, but deleted to reclaim space.  The problem is that many of these applications is more resident saved on my Mac because of the new Apple backup policy not apps, music, etc., which are stored in the cloud or purchased on the App Store on the assumption that they can be easily downloaded and would otherwise space on a Mac.

    In iTunes, I have my iPad showing on the left and a list of all the applications belonging to me in the Middle, and the screens of my iPad on the right.  I chose one of these apps, Devonthink To Go, you click the button install, what has changed to "Install", then clicked on the Sync button.

    Which brought up the following error message:

    This same error message appeared quite a few other apps uninstalled:

    Can someone explain what is the problem and how it can be solved?  I paid a lot of money for a number of applications that no longer want to be part of my iPad.

    I have saved everything to a PC via Itunes and restored the backup to the new Ipad.  Everything seemed to go well, but she tried to access some PDF files and they appeared briefly but now aren't there.

    You may need to check with the COMPUTER administrator at your workplace to determine if restrictions have been added to the iPad that has been given to you and to what Apple ID has been used to implement.  The resources below explain how Apple ID in iTunes are allowed, and how devices iOS are associated with Apple ID.

    I bought an iPad mini 4 on the Apple refurb store. It came with no SIM card. I went to my local apple retail store, and you have a card SIM Apple (after assisted by about 3 people; they seemed barely even know what I was talking about). I put the card and went data cell in the settings. Under "Choose a date plan" is the only option (already checked) "AT & T - A & T - Postpaid" and under that in the fine print, it says "SIM expired." If I tap on "Add a new plan", the only option for the carrier that appears is AT & T. After reading all about the flexibility of the Apple SIM card, I am very frustrated that it does not work as advertised. I've heard talk about AT & T lock SIM card after you choose, but I never had the chance to make the choice.

    PS. a reboot didn't help.
