  I don't know if this can be done with a single regular expression.

  Here's a way that uses two functions:

  REGEXP_SUBSTR eliminates materials without quotation marks before the first quotation mark and after the last quotation mark double.

  Note that in your layers panel the first Rectangle has been converted to text within a shape.

  One way to do is the following:

  Copy the rectangle.

  Create the text

  Glue to the back

  However, the text will touch the sides of the road, and one or the other must be sized. InDesign does it a bit better.

  I followed some tutorials online on how make custom shaped text boxes and they say all create a path and then when you put the text inside the path tool, there should be a dotted circle and the text that you create will be linked by this way.   Yes, I think maybe that's her.  Type inside a path does not work if the path is not fully enclosed.

Others are simply limits to all OCR process and you will have to live with it, especially since your image is extremely low resolution and the font used is not particularly suitable for OCR, either - too many thin areas will be ignored or interpreted as gray.   Adobe Reader cannot perform OCR. Adobe Acrobat has this feature.
