  Looking at your 1st image posted above, I say (recommended) that the 2nd blue, guide from the top (the guide of the header), should be moved to the bottom and put just below your menu... would make it on the 'master' page... it's the line header of the guide... all "under" this line is page content (a menu is not contained in the page) changes of content throughout your Web site...
