The conversion to Jpeg in adobe help.

I can't open documents sent as attachments jpeg from the clients.  When I try and open their document, adobe program opens and a little box will appear that reads "Adobe Reader could not open"Proof of Enrollment.jpg"because it is not a supported file type or because the file has been damaged (for example, it was sent as an attachment to e-mail and has not been correctly decoded.  How can I fix it?  It happens frequently. Help, please! Telephone tech support has been no help. :/
