I preferred it not there. Seems more appropriate.

If you right-click after the "+" at the end of the tab bar and uncheck the "Tabs on top", moves to where you want?

Edit: If the '+' is not displayed, you can use view > toolbars on the menus, or right-click on an empty area of the toolbar.

    No, it isn't. This "control" is part of a regular toolbar now. Any element of the toolbar can be out on the tab bar, as with other toolbars.

    Could you clarify - which is what you see:

    • The tab you are activating moves to the bottom of the tab bar to the right
