  On one of the panels of the home screen (you have 5), long hold. You will see a pop up with options to add 'Shortcuts', 'Widgets', 'Files' and 'Wallpapers '. Click on 'Widgets' and scroll all say, you can see the widget 'Time' it. You can add the other things also in this way. Hope that helps.

  After you activate location Services is a good start, but you must make sure that 'Allow access location' is set to always the weather.

  You may have activated your iPhone location Services, but have this option disabled for the weather.

  Settings > privacy > location Services > weather

  I found this site as well, which recommend to download an application called The Weather Network. It can be added to the Notification Center once the application has been implemented all the way. Never used it myself, but it's supposed to be a more detailed weather forecast.

  I tried to add the new time zone schedules/cities for Notification Center - world clock and weatherwidgets. but it does seem like there is an option to do so. Maybe it's a bug.

  remove the cities you want. Weather Widget > menu > Configuration > less sign more new cities you want and the sign.

  the city on the top is the city you will see in the widget before opening it. You can adjust this as well in both striking and required just to the left of the city and drag it to the top.
