VM to see election turn off and turn on/off if

We have a solution running ESXi autonomous 5.5 with 2 virtual machines connected to a HP inverter.  When the UPS loses the power grid it we stop the virtual machine using the agent however sometimes the socket is not off long enough for the battery to drain.  Therefore, the virtual machine remains powered off power until we it turn on manually.  Is it some sort of Automation so that polls ESXi machine virtual state every hour to check if it is on and if not turn on?
