What is smitsc.exe

Awhile back the file smitsc.exe appeared on my computer in the folder c windows syswow64. I would like to know 2 things.

1. is it out of windows or at least a Microsoft approved file and should be at the start of my system?

2. it is Malware?

Well, this isn't a part of Win8 x 64 or 32-bit win7. Its not in C:\windows\system32 or syswow64 folder
