  First off I'm going to assume that when you say "local internet only", you really mean "local only". Also, I'll assume you are using a router for internet connection broadband. If I am wrong, then you will have to describe the answer how you try to connect to the internet more in detail.

  First of all, your router. The indicators show that there is an internet connection? Consult the manual, which probably came on a CD with the router.   With Windows 10, you have an option to sign in using your Microsoft account or just use a local account. Skip option is just below the part of the Microsoft account login. After ignoring, you will be asked to create a local account. If you don't have a password for your local account the first time that you set up, you will not receive a prompt to enter a password the next time that you open a session.

  At this point, you can try to remove the local account existing instead and create a new one without a password. So, let us know how it goes. If you encounter the same problem, it will be better if you could provide a screenshot.
