Windows 7 Ultimate issues "finalize your settings.

So I did a clean install of my Windows 7 Ultimate and everything went great until I get to "windows finalizes settings" its been stuck on this screen for hours! I followed all of the instructions carefully. IM installing on an Acer laptop and all my gear is compatible. I even used the Microsoft program to put the ISO on a bootable USB key. It settles perfectly... it blocks right on the last screen of suggestions of ideas? should I just start over?

Did you try the system off, start it again and see if it resumes where it left off?

If you have compatible hardware and your computer still stops responding, disable any unnecessary material. Remove (USB) universal serial bus devices. Remove or disable network cards, sound cards and cards of the series; and then restart the installation.

    Today, I just made "Reset PC" to make it back to my factory setting (even if I lost all my data, but I've got to the top of it). Then, I used "Norton Removal Tool" to remove Norton who was there in orginal factory setting.

    Now, I tried to run "Windows Defender" & "Windows Firewall" both are running without any problem.

    In some cases, you can use the command prompt for troubleshooting the installation process of Windows Vista/Windows 7. By default, the command-line prompt is enabled in Windows Vista/Windows 7.

    The combination of keys to open the command prompt is SHIFT + F10 and not SHIFT + F11.

    Once the command prompt is in place, you can simply navigate to different folders and track the files that are copied.

Error code 0 x 80070424"when I try to turn on the Windows Firewall (Windows 7).  I am also unable to start my computer in safe mode.  My computer has been infected by the virus 'Win 7 Security 2012', which is what caused this damage to my system.  The virus also seems to have removed all the system restore points before the infection!  I believe that I have the virus completely deleted.  I used Malwarebytes Anti-Malware, Spybot Search & Destroy, Ad-Aware, Kapersky Virus Removal Tool, antivirus Ati Avira (anti-virus program I was running when my computer has been infected by the virus) & Microsoft Security Essentials.  I ran the Scan SFC, a tool for emergency response Microsoft Support, Microsoft FixIt, ComboFix, & Tweaking.com Windows Repair all-in-One.  Repair Windows Tweaking.com seems to be turned Action Center back, where I now get a message that: "Windows Defender is turned off" & it does not seem to recognize MSE as my anti-virus program.  I need to know how to get Windows Firewall works again & get Action Center working properly again.  My computer has a partition with my Windows Recovery on it, but since I can't start in safe mode, I can not also start the restore partition to do a "repair" install, or even restore to factory settings!  Can anyone help?
