When I try to install a program downloaded via my standard username account I no longer get a pop-up box saying "user account control-windows needs your permission."
There is nowhere to enter my administrator password.
The download continues, and then fails with the message
"Error".

I tried restore to earlier date and have run "sfc/scannow" to the account administrator cmd prompt, but nothing!

3. are you able to install programs user administrator account?
I suggest you to follow the steps and check.
Try to run the installer from the program with administrator privileges and check if it works.
(a) right click on the setup of the program
(b) click on run as administrator
(c) check if you can install the program.
Also, make sure that you have connected the administrator account.

The problem started when firefox updated at startup. This screen is what vista puts whenever you are about to load something again. I have already installed the adobe update twice and it continues.
The Adobe DLM is not required for Adobe products to work. You can uninstall it open the control panel and select Add / Remove programs. In the list of programs, select Adobe DLM (may be listed as Adobe Download Manager) and click on delete.
