Windows XP... reallocating delay in opening the applications

A user I help has a Windows XP Pro with Service Pack 3 installed.  We see considerable delays in the opening of the applications.  The other day, I timed it actually with my stopwatch and it took nearly 8 minutes to open Outlook 2007 and IE 8.  It was just after a clean reboot with no other applications running and nothing turn on w / the computer except for the critical elements of the operating system.

Here are a few specs on the computer in question:
Dell Optiplex
Intel P4 3.2GHz
2 GB of RAM
256 MB of video memory

I have several other computers with the same characteristics and they work without any problem.  The only problem I see with this crazy computer is hardware based.  I ran antivirus, spyware/malware control - found nothing.  Defraged the drive (which has 90% of free space), ran Process Explorer from Sysinternals (MS) and find nothing cluttering up the CPU or to be a memory hog.  Ran in Safe Mode and did a good cleaning of junk temp.

What could cause a computer to do this - just come to a sudden stop and take 8-10 minutes to simply open Outlook 2007 or even IE (even Firefox besides).  I can only think of a defective hardware (that one who knows).  Any thoughts?

I know this behavior caused by a hard drive on its way.

Back up all important files and then check the hard drive.

    It seems to happen because of the KB3132372 affecting Adobe Flash Player and therefore affect the HP Solution Center that relies on Flash.

    BLAH, the Control Panel, select uninstall a program, click on view installed updates and delete KB3132372.

    Reboot your PC and try to open the HP Solution Center.

    Follow these methods.

    Method 1: Follow these steps:

    Step 1: Start the computer in safe mode and check if the problem persists.

    Step 2: If the problem does not still in safe mode, perform a clean boot to see if there is a software conflict as the clean boot helps eliminate software conflicts.

    Note: After completing the steps in the clean boot troubleshooting, follow the section How to configure Windows to use a Normal startup state of the link to return the computer to a Normal startupmode.

    After the clean boot used to resolve the problem, you can follow these steps to configure Windows XP to start normally.

    (a) click Start, run.

    (b) type msconfigand click OK.

    (c) the System Configuration utility dialog box appears.

    (d) click the general tab, click Normal startup - load all services and device drivers and then click OK.

    (e) when you are prompted, click restart to restart the computer.

    Method 2: Perform a System Restore and check the issue persists.

    Find the Itunes.exe in the Itunes folder in Program Files.  Right click on the .exe / Properties / compatibility, look down at the bottom of this page for the 'privilege level' and check the box that says "change settings for all users.  In the heartbeat window according to the box that says "run this program as an administrator".  This can only solve your problem if you can both run under the same user name.

    When you run a program as an administrator you should get a quick UAC (unless maybe you have turned off UAC?

    To see the file extensions, you may need to go into Control Panel / folder Options / discovers, there you can uncheck "hide known file type.

    Downloads are usually saved in the following location unless you have changed the download location when you save the downloaded file:
    C:\Users\Username\Downloads

    If you do a Get Info (command - I) on Mail and Maps applications, what version numbers do you see?

    Try a reboot.

    Make a backup using Time Machine or a cloning program, to ensure that data files can be recovered. Two backups are better than one.

    Try to set up another admin user account to see if the same problem persists. If back to my Mac is enabled in system preferences, the guest account will not work. The intention is to see if it is specific to an account or a system wide problem. This account can be deleted later.

    Isolate a problem by using a different user account

    If the problem is still there, try to start safe mode using your usual account.  Disconnect all devices except those necessary for the test. Shut down the computer and then put it up after a 10 second wait. Immediately after hearing the startup chime, hold down the SHIFT key and continue to hold it until the gray Apple icon and a progress bar appear. Startup is considerably slower than normal. This will reset some caches, forces a check for directory and disables all start-up and connection, among other things. When you restart normally, the initial restart may be slower than normal. If the system is operating normally, there may be 3rd party applications that pose a problem. Try to delete/disable the third-party applications after a reboot using the UN-Installer. For each disable/remove, you need to restart if you do them all at once.

    PowerPC applications have not been supported for many years now since, OS X 10.7.x, you need to look for an alternative to this app or contact the developers of Spotify to see if they have a version for El Capitan 10.11.x
