0x80070426 - control Panel not opening

Whenever I try to open the Control Panel, an empty window displays for some time and then closes automatically. Also I am not able to open the Windows Update program. I tried to install Service Pack 2. However, it is not install and I got the following error Code:

"ERROR_SERVICE_NOT_ACTIVE (0x80070426)"
Kindly let me know what is the problem and how it could be solved.

Follow these steps to remove corruption and missing/damaged file system repair or replacement.

Run DiskCleanup - start - all programs - Accessories - System Tools - Disk Cleanup

Start - type in the search box - find command top - RIGHT CLICK – RUN AS ADMIN

Then, run checkdisk - schedule it to run at next boot, then apply OK your way out, then restart.

What antivirus/antispyware/security products you have on your machine? Include all that already been including
those that you uninstalled. (These can leave leftovers that can cause strange problems.)

A search for all most .cpl files will be in "C:\Windows\System32" However, you can have others. Click
each of them at a time and see if it does not start - if so right-click on it and rename it using cpZ as the extension is is to find. Retry Control Panel - if no joy persevering of all .cpl files. (Note that others are under other files under C:\Windows not should be judged, because they are not active).

It was reported a updated driver it has blocked, so have you updated drivers
lately? Also check the driver updates in Windows Updates.

    Try this:

    1. have the layers panel, the history and the visible effects at the same time.

    2. open an image

    3. duplicate the layer

    4 make a new empty layer

    5. take the Brush tool and paint two strokes on the new Virgin layer

    6 return the layer duplicated under the layer of white and two strokes of paint

    7. in the history panel, back in the States in history and look at the layers panel

    2 go back in the history States

    27Prac, make sure that the effect controls panel is pointing upwards, it is essential. But I tested it on Windows and Mac and see on each.

    Three ways to define a file association:

    I can't open the Parental controls after you open once, and then close it. I can open it once after the computer has been restarted, but if I close the window, I can not open again until I restart my computer. I tried to open it from a shortcut on my desktop which produces a flash on the screen as it is going to open but immediately goes. I tried to open it directly from the control panel with nothing at all happens. I tried right click and click open between these two places. Nothing seems to work. Suggestions?     It could be that this program could be damaged on the user account. You can try to create a new user account and test.

  • Why my java Control Panel windows7 opens when I click the icon?

    I am running windows 7 64 bit edition Home premium on my laptop.  I had to do a system restore and now my java icon opens the control panel.  Can someone help me with this problem?  I've deleted and reinstalled my Java as suggested.  My icon is working now, however, I now have a 32 bit Java and my computer is 64-bit.  Can someone tell me how to get a 64 bit version?

    Note the fact that you're computer is 64-bit isn't really the issue.   If you use the 64-bit version of Explprer Internet or another browser 64-bit and the 64-bit Java is also necessary.  Otherwise not so much.

    Reinstalling and rebooting has not worked as well and he somehow damaged some files, but I downloaded the HP solution file and it fixed everything for me - I think it was a problem with the driver itself

    When you send a picture of my images from Windows Explorer, email is generated in Outlook Express, but doesn't have any shown in the Contacts To: Panel.

    If I manually insert an email address, the email is sent but can't and does not appear in the sent items folder.

    Check in files | Identities | Manage identities. Is an old ID in the list that you do not use? Make sure that the ID that you are using is set as default and that OE is defined as your e-mail client by default as well.

    Control Panel | Add/Remove programs. Set Program Access and Defaults. Custom + down arrow | Select the option for Outlook Express.

    If still no joy, see if the problem persists in a new identity.

    You may have a damaged identity especially if it's the default main identity. File | Identity | Add the new identity. Create a new one and try it. If all goes well, you can import your messages and address book from the old identity and delete it.

    Note: Do not use the main word in the name of the new identity.

  • Upstream is not showing control panel not / broken

    The preflight Panel does not appear. Call from the main menu (window > output > preflight), or the bottom of the window document or via the keyboard shortcut - none of them work - the preflight Panel seems for now shorter, then disappears. No other part of the interface seems to be broken or behave in the same way.

    Tried to disable the control (via the menu bottom of document preflight) upstream. Tried to create new profiles.

    Turns, I managed to get the preflight Panel to display. Here's how: I changed my workspace to one that included the upstream ("printing and proofing") Control Panel. Simple as that.

    However, the problem persists when I invoke the Panel in the preflight down window or shortcut menu - the preflight Panel still flashes and disappear instantly. It must be some sort of bug in the user interface.

    However, I now have a workaround.

Is it possible I can stop emails opening when they are put into my junk mail box?

    You can try to uncheck the option "mark judged undesirable messages as read".

    First Pro CC using - I don't see a display of the Preview "clip" showing a transition in effect when the panel controls. What I see is a "preview of transition", showed a small thumbnail. What is strange, it's that I saw it displays fine in another project, and now the clip appears at all.

    That being said, I have scanned for viruses and spyware (as suggested on other sites). Still nothing.

    HERE'S WHAT OF ODD.
    After a reboot and the control panel will not be opened (as well as My Documents, search, Recycle Bin, my computer, etc) I have right, click on start, properties tab of the Menu start customize key, your advanced, and select control panel - display as a link (IT IS ALREADY SELECTED) click OK and apply. NOW I CAN REACH JUST AS USUAL. Once I reboot it is back to again be a problem.

    BTW it does not work in safe mode.
