  (1) is the specific question to Canadian Heritage, games and contest website?

  (2) have you made changes on the computer before this problem?

  (3) what version of Internet Explorer is installed on the computer?

  (4) tried to access the site on another computer? This question reflects there as well?

  If this problem is with a particular Web site, try to access the site on another computer. If you are not able to connect there as well you may have to get in touch with Web site publishers.

  other than your scenario, 403 can be due to one of the reasons below...

  (1) lack of permissions of file/resources.

  (2) restriction IP (unique country IP restriction or base)

  (3) other issues of misconfiguration on the server side.

  Most likely, this could be due to the restriction of ip... To check if it is ip base use this proxy browser and try to connect...

  It seems that the admin port is enabled in your domain.
  Check in the config.xml file, what is the assigned Admin port.
  Default is the port of the admin: 9002, then try below url:

• Yesterday, I did the Microsoft updates just fine now, today, I get a 403 forbidden error access is denied.

  When this happened to me, it was a problem of server security. Have your folk server check the configuration of the script (CF, PHP, etc.) files.

  In fact, they had to move me to another server (with a fresh installation) to get this working.
