I work with:

-Labview 2012

PCI-7344

-driver NI - 7652 MID

-Encoder extern 40 000

I use only one axis with actuator

How can I activate this axis please?

Please make sure that everything is set up, make sure the switch is in the right position:

Also please try to make sure that you run the engine in a position and Automation Explorer (MAX) before running it in LabVIEW:
http://www.NI.com/PDF/manuals/372324d.PDF#page=22

One thing to note is that this configuration is not the one you want, but give you an idea how to change the setting to the MAX.
