  Did you install other 3rd software part as for example the Skype that could access the webcam?

  Extra tip: go to BIOS and set it to default, save changes, and then restart the laptop.
  Start Skype for example, check the settings in Skype webcam chose correctly.

  It would be really interesting to know if the other software would be able to use the webcam.

  By the way: have you installed Toshiba face recognition? This software use and access the webcam as well
  Then sometimes it would be possible that this software could block the webcam and webcam tool could not work

  This means that it is not software for laptop problem or a webcam, but maybe it s Skype related issue.
  You should check if the webcam has been chosen correctly in Skype video settings.

  If this does not work, uninstall the 5.5.0.117 version of the system, reboot the laptop, clean the registry using CCleaner (freeware tool) and then after reboot again to install the 5.5.0.117 again if not check the 5.5.0.114 a version that worked correctly in the past.
