Activation procedure don't remember history?

Am I missing something? 22 FF with XP SP3. I thought that my privacy option has been set to never remember history before that I played a little bit. I think I'm wrong with that, but am not really sure. I think that I changed to custom and then tried to resume don't remember history, but the adjustment will not, take after a restart of FF or the operating system. I am able to always select "use private browsing mode" in the custom setting. Was I wrong and in 22 FF, never remember history is not a viable option, and it has not been selected in the first place?

    Never remember history and the private browsing mode are the same and the two always select "use the private browsing mode.
