Add image and rectangle to fill in the browser (full-width)

Hello. I tried to place an image and a rectangle to fill the entire width of the browser. (Figure 1)

But when I saw the project then I figure 2.

So my question is how I achieve figure 1?

Your rectangle should go all the way, 100% width. Place your image on top of it, but don't just place the image... set it as a background to a rectangle and stretch it to the left side.

I use this exact scenerio on www.signalpointdining.ca in the header.
