  Acrobat 9 is quite old and not longer supported. The last Windows OS that could use Acrobat 9 has Windows 7 and Acrobat had to have all updates applied.

  You need to upgrade to Acrobat DC.

  If you are unable to retrieve your serial number and the installer through the links provided by John, you can contact customer service via chat. Cat representatives are unable to technical troubleshooting for older software like Acrobat 9, but they can get your serial number or answer questions about licensing.

  When we've seen this before, it is because people buy Adobe Acrobat Pro, but in fact are not running. If you have Acrobat Reader, you get the same message.

  So if download you Acrobat Pro, but not install it, then install it now.

  If you have installed it, and then start it (with start menu or launch pad) and open the PDF file there.

  My client needs to combine the files into a pdf file, but they cannot use Adobe Pro DC because they are a government agency and their PC is locked and they cannot load new applications on them. In the service of PDF, it is possible to export these PDFs from word using OCR documents, but there is no option to select the output in a smart PDF format. They would pay for a subscription for a service that can convert to a smart PDF format, but is there an Adobe online service that allows to convert into a smart PDF format?

  Try to think about it as "OCR on a PDF by", not some kind of conversion. Who can help you locate a service such as Adobe do not have. Be aware that, if you find the clumsy bureaucracy to get the software installed, it can be insurmountable for a service online because of privacy. Protocols within governmental organizations are strict in order to keep all not controlled.

  A "quick" fix that worked for me was to uninstall Adobe... and download Adobe Reader 11.0 installation base.

  Then download each individual updates and run them sequentially.

  I installed back to the last update of security which is version 08 and were able to register under normal operations.

  You will need to disable the automatic updates to keep up with the 08 version, until Adobe fixes this problem in a future release.
