Adobe Flash cannot be turned on in Safari

Hello, I have problems getting Adobe Flash Player in Safari. When I go on Safari - Preferences - security - configuration of the Plugin, the following is what I get. There is simply no way to turn it on. I can't click on the blue highlighted area at all.

I tried uninstall and reinstall the thing and it changed nothing. My OS is 10.11.6 and I downloaded the latest version of Adobe Flash Player. Help would be much appreciated!

Safari > Preferences > Security > Internet Plug-ins

Select 'Allow Plug - ins'.

Click on the button 'plugin settings '.

In the sheet from the drop-down list, click inside the box next to "Adobe Flash Player" to enable Adobe Flash Player.
