In the latest version of Acrobat Reader DC you can anchor the hand tool in the upper part.
Please make sure that your Acrobat Reader DC is updated (check the update under the Help menu).

No doubt you are overclocking... 'Properties' always reports the chip actually, not the speed it is running at a time. Was it to do, it is time when your chip would show at 800 mhz... waaaaaaaaaaaaaaaaaaaah... :-)

Your images do not show a problem. Hidden content displayed in the blue box of your second image would be correct. Only what is behind the small hidden area will appear, but that does not affect the size of the movieclip being masked. The movieclip will remain the size that it is.
