  You will need to use the old method of resetting preferences.  Restart Photoshop and _immediately_ press Shift Ctrl Alt (Cmd Opt Shift).  You should see a dialog box asking if you want to reset the preferences.  Click OK.

  If you still have a question after that, I'm guessing that something is very hilly, and you will need to reinstall.
