  Hello.  I don't think that the BIOS itself is locked to any BONE, at least in a way that you can't turn off.  The biggest problem you'll have is to find drivers that work.  Intel went to bed with Microsoft of processors and chipsets before will not fully support or support at all, nothing below windows 10.  If you can find the drivers for the components inside the computer that works with Windows 7, then you shouldn't have any problem installing windows 7.

  You have never seen an OEM license for the sale of an honest seller, unless this license was part of the sale of a PC with Windows 7 pre-installed by the OEM.  See the Microsoft OEM System Builder License
