The chances are extremely high that the computer is infected while only a clean installation will be useful.   To answer your question, there is no limitation on having more than one administrative user account. However, there are no technical solutions to family problems. You can clean this computer and set it up properly, but if the buddy has access, you will soon be back to where you are now.
