  You can consult the services to see if the service is running. Click 'Start', click 'run' and in the Run dialog box, type "services.msc". On the page that has ensued, scroll down to "Help and support" and right click. Select 'Properties'. .  Look to see if the service is running and if this is not the case, click on the button to start the service.
