Can I cancel my current single-app membership plan?
I'm a graphic design student and I use adobe programs everysingle day at school. I need these programs on my computer at home, and the plan I have now is costly and unnecessary to me. I pay 19.99 for a single application (photoshop) when I can pay 29.99 per month for ALL of the programs I really need more. This must be done as soon as POSSIBLE, I want to just cancel and get membership for participation in the plan student creative cloud. I need.

Have two users share a single subscription is a violation of the membership agreement. Unless you have a membership of the creative teams of Cloud, membership is for a single user.
I suggest to buy a separate subscription to InDesign CC on a monthly basis to and put there when your project is complete.

Complete with Adobe Stock: Annual plan, paid monthly
The annual plan offers a price reduced (by comparison with the monthly plan) for a commitment to a one-year subscription. Because the monthly payments are less expensive than the monthly plan price, there is a penalty for early termination.
The monthly plan costs a little more, but can be canceled without penalty. All subscription plans renew automatically until they are cancelled.

With regard to the cancellation of a plan without penalty goes, this is something only Adobe Support can organize to contact you through. I guess you have to pay for the new system first before they will consider allowing it.

Can I move the software/app that I pay for my plan of individual single-app?
I pay for a paid plan, monthly, annual. It's the individual plan of single-app, and I chose Flash Pro. I was wondering if I could pass the Flash Pro app/software, say, Photoshop? I thought it would be something that I could certainly do so I tried going in my account and then switch in plan, but it only allows me to select in what appears to be a small selection of plans. This list does not also include the individual plan of single-app... So is this something I can do? Can I change the app in my plan of Flash Pro in Photoshop?
Chances are that you must cancel the current plan, possibly with a penalty and then start a new plan. Your best bet to get a definitive answer is to contact Support Adobe directly through chat or by phone.
