Any laptop I've owned uses a power supply AC/DC with an output of 18.5 to 19 volts DC @ about 3.5 amps.  This configuration is tested... it is known to work. The section of DC-DC on board probably includes dividers voltage and voltage regulators for most of the functions with PWM for the CPU and memory circuits.
