Can I use Windows 7 backup to allow limited users save their own files?

I use Windows 7 Professional.

It seems that administrator rights are required to set up and run Windows backup, even if the only files selected for backup are those who belong to the local Standard user who runs it.
This is true even if the Standard local user account is added to the backup operators security group.

This seems to be a direct violation of best practices 1) always run as a limited user and 2) always back up your files.

Am I missing something?

What is the 'official Microsoft way' for Standard users, which is not necessary the case of administrator rights to save their own files?
