  There is the problem. Your CD has Photoshop 5.5 is so old, so it is no longer available-download and everything you have installed is not your old 5.5

  Uninstall what you have installed and use your CD. Need you your serial number.

  If you can't find your serial number and a replacement is out of your budget, try media. It is a web development tool free and open source, created by Adobe. There is no management features of file and location that makes Dreamweaver, but it is a good modern tool. You can use FileZilla to transfer your files to your sites. Another free tool, open source, which is great.
