Can not install Win 7 on a new HD

My HD died today.  It is on Win XP and Win 7.

I installed a new HD and tried to install windows using my Win 7 Upgrade disc.

I get the following error message

Setup could not create a new partition system or locate an existing partition of the syetem.  See logs of installation for more information.

Have no idea on how to see the information of the newspaper because I'm under Win install.

I realize that I use a CD to upgrade to actually do a fresh install, but could that be the reason of the weird error message.

If anyone can give me a pointer on what to do then it would be GREATLY appreciated.

If you need drivers, they can be delivered on any media: floppy disk, USB key, CD/DVD, or else your BIOS can read.

Needed XP disk, later versions of Windows can accept any support.
