Can someone help me how to perform an action that I need?

Hey people,

Maybe someone can help me with something that I try to do.
I got a video of a leaf waving (it covers the frame, and the camera does not move) then I did about 500 TIFFs out of it. Now I can edit every single image in PS CS6.
I've done my first action that works very well (it desaturates all images in the same folder and records them as a PSD).
Thus, the next action (I don't know if it is still possible) is a bit complicated for me.

I have a single picture of a flag.
I opened this flag - then I use the filter of deformation "REMOVE card" and choose the first 500 file I created with my first action (for example SHEET_0001).
Then I place the same desaturated image sheet I used as card REMOVAL (for example SHEET_0001) on top of the flag image and change the blending mode to harsh light and adjust levels.
Finally, I save it to the new format TIFF and close it.

My question is: How can I know Photoshop it must always use the FLAG image (there is just a file and left alone in a folder) and then do the REMOVAL plan with each unique DSP (e.g. SHEET_0001.psd to SHEET_0500.psd) file created with my first action of desaturation, so I this flag placed on 500 PSD files and saved in TIFF format?
This a picture of the FLAG must be handled 500 times (each time with a different "SHEET PSD).
If I do this image by image, I'll die! I can't imagine it would be so difficult to achieve if you know how.
I already tried with action and use the batch, but I was far from the good result. I guess that the thing lasts only on IE PS which file it should use.

What I want to achieve is to assemble 500 TIFFs in Premiere Pro or After Effects and render a sequence of a waving flag.
If there is an easier way to do this in After Effects, let me know, but to do this in PS seems much easier for me, except to do 500 times exactly the same workflow. If I can automate this, my PC would be in 5-10 minutes and it's a great moment of the day before.

Lot with automatic opening and save and close.

Specify the input folder that contains frames of video waving leaves.

Specify the output folder that will contain the images of displaced flag video.

Action performed by batch:

1. image > duplicate

2 file > save as "displacer.psd".

3 file > close

4. Select > all (to ensure that the image of the placed flag will be centered)

5 file > Place "flag.tif" (or whatever his name is)

6 filter > distortion > move by using "displacer.psd".

7 layer > Flatten Image
