Cannot access Windows Defender in Vista

When I try to access the windows Defender I error 0x800106ba.  There is no trace of the Defender on my computer which seems to have been uninstalled. But when I go to the microsoft Web site to reinstall Defender for 32-bit, I get the message that I already have the defender under the Vista package and it can not reinstall this way

    If you use Norton, AVG, Avira, Microsoft Security Essentials, McAfee, etc. the default action is for Windows Defender must be disabled, that these AntiVirus programs have their own Antispyware Applications.

    Microsoft Security Essentials has not automatically disabled Windows Defender in Vista or Windows 7, you must turn off to avoid conflicts. Windows Defender can't be uninstalled Vista or Windows 7.
    If Microsoft Security Essentials does not automatically uninstall Windows Defender on XP, you must manually uninstall Windows Defender through Control Panel of configuration/Add / Remove programs.
