  1. it happens with all types of CD?

  2. did you of recent changes on the computer?

  3 when was the last time it was working fine?

  4. you receive the error message when you insert the CD into the CD drive?

  Check if you can access the contents of the CD using Windows Explorer application.

  (a) click the start menu, and then double-click computer.

  (b) make a right click on the CD drive, click Open.

  (c) check if you can access it.

  Method 2

  Try to reset the App Store:

  Close the App Store completely from the window of the selector app by double clicking the Home button and slide up the App Store preview pane until it disappears from the display. Then sign out of the iTunes Store (in the settings).

I have not tried to update at 18 yet but I read somewhere thinkI version 18 is not completely compatible with win8.   Please, try the procedure described in this article using the disc is ejected.
