  Where you chose to download the installation files too?  If it is still downloading the DMG file extraction is not finished, it's why you are facing this problem.  Once completed download Adobe Download Wizard will automatically launch the installation program to install Photoshop.  According to the location to save the download Adobe Download Assistant may have difficulties to save the installation files.

  Alternatively, you can also follow the instructions at http://forums.adobe.com/thread/981369 to download the installation files directly.

  When I twirl open the PSE12 option I see English. When the download is complete, you usually select the language when starting the installation.

  You can't get a free copy of CS5, at least not through Adobe.  You can get the trial version for 30 days, but it is also far from free stuff.
