  The Setup is the same for all versions of Windows. It's just the download page which shows in different languages.  (The installation program will likely display a German instructions in your case).

  In El Capitan this shortcut has been changed to control more space.  You can still assign it what you want in the system prefs/keyboard/shortcuts.
