Anyone know what is the standard industry rates to measure clicks compared to tariffs Open (CTOR)?

Also, seeking to confirm that the click through rate (CTR) of measurement is a way for sales to measure the success of click activity versus delivered emails (email alias every livery is a sales opportunity) - and measuring click to open rate (CTOR) is Marketing measures to understand the effectiveness of the content of the e-mail.
