  I've seen this error when you use Internet Explorer to manually import the update rule.

  You can try a different browser supported.

  The release notes for the version that you are using will have the information of supported browser.

  First of all.  I have Windows 7 ultimate.

  Recently, I had problems with malware.  I have to click on a link to google search and get sent to some site asking me to buy stuff (I have not).  I tried several different anti-virus and malware, including:

  1 McAffee (which is a joke)

  2 avast

  3. stop Zilla

  4 Malware bytes.

  1-3 have not picking up anything either.  And 4 stopped working after 10 minutes through a thorough analysis.  With a quick scan, we didn't find any malware.

  I tried safe mode and nothing.  So I restored to an earlier point when it was working fine.

  I tried to download the updates, but I get an error 80072EFE and am unable to download the updates.  I checked McAffee and all windows programs have full access, so there should be no firewall problem.  STOPzilla and Avast are no problem, due to the restoration.  I need help! Help, please!  If the cat is available, would be great.

  Have verizon usb 720 modem for my computer laptop vista Home Premium 32. Here downloaded update but when get novatel driver the device install failed code 1603.   Have you tried to manually download each update to Office 2003 that failed with this error code, because it is the current solution for the error 646 for the Office updates.
