Conversion of 1131 LWAPP doesn't have a SSC or MIC hash

Upgraing several 1131 s to LWAPP, conversion is fine, EXCEPT that the log file on the upgrade tool it no info, no hash and the AP does not record in the AP policies with no info either.  I backtracked to stand alone and tried the upgrade several times and on several different access points.  I did have problems with this in the past.

Got two WLC4404 race 5.2.157.0 and a newly built CiscoSecure ACS 4.2 windows 2K 3 server.  (The server was migrating from Win2K running 4.1)

I tried to look in the TAC and done many searches on google, but can't find anything close to explaining this.  Thoughts?

Almost all 1131 there should have mic's, which would not show a hash in the logs of conversion tool.  You can see if there is a microphone installed on the access point with the command "test display pb."  If the number of certificates is more to zero the AP has a microphone.
