    You can then retrieve your personal files from the Windows.old folder and reinstall all of your applications and drivers.

    Ran the Scan, the system is secure.

    I was able to bypass stubborn files to transfer them to a flash drive and copy them to another folder.  I was then able to access.  Somehow I messed up the permissions in the previous transfers of old machines and OS.
