If Vista Business pre-installed, so you can have a "Recovery" partition on the hard drive. If so, then check the user manual to find that button (usually an F key) support during the initial boot process / screen in order to start the recovery process.

Your other option is to call the manufacture of ther PC support team and ask them to send you the recovery media.

    I do not understand your question. If the laptop can run Windows Vista, it can probably run Windows 7 too.

    To run Windows 7 64-bit, the processor must be a minimum Core 2 Duo.

    The only FULL of Windows 8 Pro version would be the OEM System Builder... everything else is an upgrade...

    And if you have never received a recovery disk when you bought your computer, there should be a recovery Partition on the hard drive to reinstall Vista on how you purchased your computer.
