Creative cloud Installer hangs on initialization of Installer

I recently built a new computer (under Windows 10) and I'm trying to install Adobe Premiere and Creative Cloud on it. I downloaded the file CreativeCloudSet-Up on the site of Adobe CC Apps and he ran. It hangs from the beginning where the progress bar has only a small piece of progress and it says "initialization of the installation program. The bar never moves and it gives me an error message. If I click Cancel, the program stops in response ("No response" message in Windows) and I'm unable to complete the task in the Task Manager.

It is a new computer that has no previous installation of all Adobe products. It doesn't even have Flash installed.

I tried Adobe running the CC cleaning tool. I tried to install Adobe Application Manager (this also blocks on editing Adobe Application Manager). Both methods have yielded no results.

I'm out of options here. Does anyone have a solution?
