decoder for window vista

I can play a cd of music on my computer, but when I try to play a dvd I get not all sounds.  I tried solving this for 3 weeks now but failed to get anything accomplished.  When I got my computer a couple of years it worked.  is it possible that I could have deleted my decoder or messed up?  When I use Microsoft fix it says that I don't have a decoder?  I have windows Vista Home Basic... was a decoder installed on it when I got?  Help

If you could play DVD when the computer was new...
There was apparently a DVD decoder included in the
All OEM software.

If you get video but no sound... install a
AC3 filter can be worth a try:

(FWIW... it's always a good idea to create a system)
Restore point before installing software or updates)
