  Do not safe mode with network. It will try to load too many drivers.

  Try mode safe mode with command prompt since it will charge just a necessary drivers. If it does, you can try the above commands.

  Only other option would be to try to start with a Linux LIVE CD/USB. (IE Ubuntu, Mint, or puppy or another other Dist you prefer).

  I have a Dell Inspiron 530 s with Windows Vista Home Basic. Last fall I had restored it and after that, it worked perfectly until about 2 months ago.
