  The scratch disk is any hard disk, you have set up in the preferences on which Photoshop Elements written and keeps things in the temporary memory. This temporary memory is where Photoshop Elements saves the information to allow you to make an approach cancel, restore and history as well as a few other things.   Start > in the Run dialog box type. Services.msc

  Scroll down to Windows Image Acquisition (WIA)

  Right click, select Properties

  Verify that the startup type is set to automatic
