  According to my tests, WSA can still receive the incoming request after Web Proxy has been disabled. However, all applications may not go anywhere as proxy cannot process any request because of the feature has been disabled.

  You have probably enabled inadvertly StickyKeys. Look at the Microsoft Web page on shortcuts for accessibility for the keyboardhere. The article describes how to enable and disable sticky key. They will stay on until you turn them off.

  Disable the fingerprint reader in Device Manager.  BUT make sure first that the password works and you know what it is.  Otherwise you lock you up.
