Disappearance of Google toolbar

Since I downloaded Internet Explorer 8, my Google toolbar disappears whenever I have shut down the computer.
When I look under Tools, Google modules are activated, but when I look under the view and the toolbars, Google is not checked. When I check it, I get a message asking "do you want to saycan this add on? (underlining).  My only choice is disable or cancel.

Is there some sort having Internet Explorer 8 and Google toolbar lives peacefully on the same computer?
