  I have some troubleshooting I suggest to go through. Before you start, I recommend you make a backup of your iPhone by following the instructions here: How to backup your iPhone, iPad and iPod touch

  Once your backup is created, go through the following steps, in order. Test after each step, stopping when the problem is resolved.

  1. Leaving the app all opened, as shown here:force a nearby application on your iPhone, iPad or iPod touch

     Then, restart your iPhone after this article: restart your iPad, iPhone or iPod touch

  2. Uninstall the Notes application, and then reinstall it. Instructions on how to do this can be found here: remove the apps Apple integrated from the home screen on your device iOS with iOS 10
  3. Reset settings on your iPhone in settings > general > reset > reset all settings. When that has not resolved the problem, it "refreshed" my PC which I understood to be given to the State at the time of delivery.   You are not alone. Many have had the same problem with no resolution. I think there's something funny to do with user accounts. Making a second account with admin privleges does not work. I would try to reinstall the operating system of hidden image and try again. A refresh like tried Dell will not do because it retains much of the data before the update; you need a clean start. Do nothing witht the account Admin other than to let Windows put up and set your password. All updates must be installed before the upgrade is displayed in the store. I have improved five facilities to win 8 and have had zero problems.
